1. Note is hereby taken of Ref. (a).
2. In compliance therewith, have arranged suitable quarters for Tokan delegation in the Official Hostel, and appointed Miss Doralene Rawlings of my personal staff Official Hostess to the aforementioned.
3. In view of allegedly unusual Tokan character and recommendation that experienced persons be found to deal with them, have also arranged with TISS HQ to borrow Ensign Alexander Braithwaite Jones to serve as Official Host. As shown in Ref. (b), Ensign Jones has probably had more experience with Tokans than any other available human. Indeed, he is doubtless an expert on their psychology, though showed commendable modesty in disclaiming any such abilities whatsoever when his furlough was cancelled with orders to report to undersigned.
4. Your recommendation noted re appointment of plenipotentiary; but must remind your office that, while it possesses powers of review, all actual appointments fall under jurisdiction of this office, which must follow its own judgment exclusively.
